Under the overall supervision of the Chief of Mission and Senior Resource Management Officer, the direct supervision of the National Senior Finance Officer, the Finance Specialist will be responsible and accountable for providing the necessary support in matters of financial nature of the IOM Mission in Ukraine.

Core Functions / Responsibilities:

  • Assist with the control and monitoring of the finance and budget activities of the IOM Mission in Ukraine.
  • Prepare project budget utilizations according to IOM’s format to regularly update program staff with information relating to the assigned projects, oversee budget control process and analyze variances between budget and actual expenditures.
  • Verify and process NGO Financial Reports. Provide the financial trainings when required.
  • Verify the Financial Reports on provided Reintegration Assistance to VoTs. Ensure the eligibility of expenditures and total compliance with IOM and Donors’ requirements.
  • Record cash transaction in PRISM program.
  • Record amounts owing by/to IOM in PRISM program. Clear Vendors’ advances.
  • Ensure that processed vouchers are matched and completed, transactions are correctly recorded and posted. Ensure timely corrective actions.
  • Maintain filing system for vouchers, supporting documents and financial instructions/guidelines issued as reference for completion of work assignments.
  • Bring to the attention of the National Senior Finance Officer any relevant financial and budgetary issues; suggest improvements to internal controls and streamlining/efficiencies.
  • Assist the National Senior Finance Officer in facilitation of financial audits of the IOM Ukraine projects and other missions’ components in accordance with the donors’ agreements, including review on compliance with IOM regulations and the Donors’ requirements.
  • Provide the feedback to IOM Missions worldwide.
  • Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education:

  • High school diploma/certificate with four years of relevant work experience

OR

  • Bachelor’s Degree (preferably in Economics, Finance or Accounting) from an accredited academic institution with at least two years of relevant work experience.

Experience:

  • Experience in Finance and/or Accounting, preferably with international organizations;
  • Knowledge of International and Ukrainian Accounting Standards;
  • Knowledge of IPSAS and SAP/PRISM a distinct advantage;
  • High level of computer literacy, in particular, experience in computerized accounting systems and software. Good knowledge of MS Office specifically Excel.

Languages:

  • Fluency in English, Ukrainian and Russian is required.
